Around 15,800 years ago, dogs and people may have been eating together, but making specialized dog food is a relatively new invention. Regulation and safety: AAFCO was founded in 1909 and added pet-food language to model bills in 1917; it defined “complete and balanced” in 1969 and approved major label modernization in 2023. FDA regulates pet food under the FD&C Act, with labels overseen federally and by states. In Europe, post-crisis reform led to feed-hygiene, marketing/labelling and animal-by-products rules in 2005, 2009 and 2011. Major shocks include 2007 melamine, 2019 Hill’s vitamin D recalls, and FDA’s 2025 H5N1 food-safety-plan reanalysis for uncooked poultry/cattle ingredients.
