EU petfood health certificates available
The US Department of Agriculture's Animal and Plant Health Inspection Service announced the online availability of European Union health certificates for processed petfoods and dog chews. The Chapter 3(B) Health Certificate is for processed petfood, which is not canned or is not a dog chew, and Chapter 3(C) Health Certificate is for dog chew products.

Proposed budget cuts may hinder FDA's food-safety regulation
Budget cuts proposed by US House Republicans to the US Food and Drug Administration would undermine the agency’s ability to carry out the food-safety legislation passed by Congress in December 2010, according to an article from the Washington Post. President Obama is seeking US$955 million for food safety at FDA in the fiscal year that starts October 1.

FDA seeks public comment on Food Safety Modernization Act
The US Food and Drug Administration is seeking public comments and recommendations on measures relating to the Food Safety Modernization Act, which requires manufacturers of food and animal feed to implement measures for safe production and mitigation of risks. The deadline for comment is August 22, and FDA said it expects the proposed rule to be published in fall 2011.

FEDIAF issues draft on communication for petfood
European Union Regulation 767/2009 on placing on the market and use of animal feeds sets out basic rules for the way information about petfood should be provided to the consumer. Common principles set out in this legislation are that information communicated about products must be truthful, objective and quantifiable, and it must also not mislead or deceive customers.

The US Food and Drug Administration will hold a public meeting on June 6 to discuss the Food Safety Modernization Act with feed and petfood companies. The day-long meeting will take place at FDA's campus in White Oak, Maryland, USA.

FDA issues regulations for importing petfood ingredients
In May, the Food and Drug Administration announced two new regulations to help ensure the safety and security of foods and petfoods in the US. The rules are the first to be issued by FDA under the authorities granted by the Food Safety Modernization Act, signed into law by President Obama in January. Both rules will take effect July 3, 2011.

Pet Food Express says petfood antitrust lawsuit dismissed by US District Court
Pet Food Express announced that Royal Canin’s antitrust lawsuit against Pet Food Express was dismissed by Judge Marilyn Patel of the US District Court, Northern District of California. The case focuses on a 1997 distribution agreement between the two companies that was signed by Royal Canin’s predecessor Pet Products Plus, but that Pet Food Express claims was violated when Mars Inc. purchased Royal Canin and sold the petfood to PetSmart stores.

AFIA opposes bill to delay commodity trading reforms
The American Feed Industry Association and a national coalition of groups representing commodity-dependent businesses and consumers announced opposition to a House bill that AFIA says would delay new trading reforms provided in 2010's Dodd-Frank Wall Street Reform and Consumer Protection Act. The proposed legislation, H.R.1573, would extend the deadline for implementation and enforcement of most Dodd-Frank Act reforms of trading in the derivatives markets, including commodity futures, options and swaps markets, from July 21, 2011, until January 1, 2013, according to AFIA.

FDA to host public meeting on Food Safety Modernization Act
The US Food and Drug Administration will host a public meeting on the recently enacted Food Safety Modernization Act, allowing those interested to discuss implementing preventative controls in petfood facilities. The meeting, "FDA Food Safety Modernization Act: Focus on Preventative Controls for Factilites," will give FDA the chance to discuss information on preventative controls used by facilities to identify and address hazards associated with specific types of food and specific processes.

AFIA files comments on FDA-proposed GRAS petfood rule
The American Feed Industry Association submitted comments to the US Food and Drug Administration regarding FDA’s final rule amending the procedures for substances generally recognized as safe (GRAS). FDA’s Center for Veterinary Medicine recently started to review GRAS submissions for new animal feed ingredients, while the human food industry has had hundreds reviewed and allowed on the market, according to AFIA.

FDA schedules March hearing on Food Safety Modernization Act implementation
The US Food and Drug Administration will hold a meeting on March 29, allowing petfood companies to provide input on how the agency implements the Food Safety Modernization Act's import safety provisions. FDA's notice said the agency seeks information on importer verification, the Voluntary Qualified Importer Program, import certifications for food, and third-party accreditation.
